The Australian skipper has secured 309 wickets in 71 five-day games with an stellar bowling average.
Australia's chair of selectors Bailey has declared that captain Pat Cummins will play a "major part" in this winter's historic rivalry.
There were concerns that the 32-year-old might be unavailable due to a persistent back stress problem that had not yet healed.
Previous updates from team management suggested no definitive call had been made regarding Cummins' participation, with the Test matches set to start on 21 November in the WACA.
He revealed that the captain is progressing and remained hopeful about the prospects of taking part.
"We're aware that the window is narrowing and multiple considerations at play, aside from the physical problem, but other factors as well," the selector added.
"We're encouraged. We firmly believe that he will feature a significant role. Ideally from the opening match. Otherwise, then we'll pick it up."
Past Concerns
He was sidelined the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a stress reaction in his back.
Previous incidents include of back injuries, with recurrences in multiple past seasons forcing him out of multiple domestic campaigns in four years.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to make the squad for the Ashes.
He mentioned that it was unclear if the captain had resumed bowling as part of his recovery but acknowledged it was "becoming urgent" for him to regain fitness for the first Test.
Backup Options
If he's unavailable, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was excluded lately from Australia's squad for their one-day international series against the Asian giants as a precautionary measure because of discomfort in his torso.
He labeled it as a "small issue and mentioned that Green will play in the Sheffield Shield, so will be "in a good place to be ready to bowl."
"Considerable effort has gone into building out the plan for him to take part for the first Test as an dual-role player," the selector detailed.
"His involvement was limited to the initial matches in any case. The way he swings the cricket bat in white-ball cricket, even if it just sets him back for 24 more hours, we just made the decision to adopt a safer strategy."
